So if a man considers himself a lesbian, is he a lesbian?

No, because men are decidedly not lesbians and never have been. Genderfluid and nonbinary individuals, however, have historically always had a place at the lesbian table (as have bisexuals!) partially by virtue of the complicated gender situations of the past, and partially because they are Not Men, which is really the key point.
