I don't necessarily agree that it's a racist portrayal. Just stereotypical. As is Mondstadt, really, but since that one is more of an amalgamation of some central European countries instead of one specific one, it's not as obvious, I guess.
Liyue is kinda stereotypical as well, so that's my point: it's all a bit stereotypical, so why the Sumeru thing is supposed to be racist and not the others is beyond me.

People had expectations. India, 2nd most populated country in the world, is supposedly represented by Sumeru - but while India has more dark skinned than light skinned (and there ARE a lot of prejudices) people this is not the case for Sumeru ; so, it's not accurate. The Middle East is very mixed in terms of skin colors generally so it would be fair to represent its population as such.
Then Again, judging by how Mondstadt is the land of "freedom", and we believe Fontaine is going to be more aligned with Western Europe, it's safe to say that Mondstadt is supposed to have some US inspirations too, and there were no black people AT ALL though roughly 13% of the US identifies as black.
In short, the world has a lot of darker skinned people - but also a lot of racism and colorism so these people are not well represented anywhere, fiction not exempted. People had expectations. This is all.

There are no hints apart from the "freedom is SO American" (which... is very far fetched at best) that Mondstadt was supposed to have any US influences. Like, at all. Based on architecture and obviously the language, it's mainly based on Germany and Germany-adjacent countries.
And yeah, I agree that there should have been more darker skinned characters in Sumeru (again, not just because of racism but because of variations in character design). I'm not a huge fan of most of the revealed Sumeru designs so far in general. However... some of the characters have designs that would have made the same people demanding dark skinned characters very likey scream "objectification of POCs" had they been darker.

And sure, there were some expectations. But on the other hand... there have been several NPCs from Sumeru, and exactly none of them was dark skinned.
