Definitely. "Filler" gives the opportunity to maybe have a "day in the life when they're not [doing main show plot thing]" episode which is generally interesting and provides some extra characterization, or some "let's get to know this minor character who doesn't get much screentime in this plot arc" episodes, which I adore.

I am all for "filler", even if it means in some series I like there are a couple episodes I only watch once or twice.
