I think they mean their European culture as in the culture of their country that they live in that is in Europe. Otherwise the phrasing is just weird.

Possibly, yes. I have seen people talk about European culture as if that was a thing before so it's also possible they actually meant that. Then again, I've also seen people invalidating culture/cultural history from European countries by what's usually the wannabe woke flavour type of people who have really dumb takes along the lines of "the only culture you have is stolen from countries you colonised" so... idk.
