A little can be pretty. Maybe as chapter subtitles. But it can easily be too much.

I don't mind it as subtitles or little quotes at the beginning of a chapter. But when it gets randomly thrown in all over the place, it gets annoying.

Aww, I really like this! As long as it's not laid on too thick. I mean, if you take the trouble to learn any Sindarin or Quenya, it's not like you have many other places to show it off.

I'm reading fics by a really great LOTR silmarillion writer and the 18 names of the elves are confusing the shit outta me that I would prefer if it was just straight elvish (but then which alphabet? god).

I don't know if I'd say they're a good place to start however. They do mostly Silmarillion fics and have def anti-Valar biases lolol. But I found the writing itself to be good.
