From my understanding, it depends on what state you live in. In the state that I live in, we have a huge car culture/industry here. We have major highways, private highways, a lot of suburban neighborhoods, our airport is one of the busiest airports in the world, a lot of commerce in a lot of cities so people have to commute far for work. We also have a big nightlife culture so the drinking culture here is very glamorous. Mix that together, a lot of people I know have gotten DUIs and they brush it off as "this one wild night". We have rather lenient DUI laws. Some people have gotten so many that they've gone to jail. And yet, the drinking persists.

I see it as a major problem. Most others around me see don't see that way. =(
