Yeah, more or less. Although it's a slightly weird one, because it's not immediately clear what the non-kung fu parts are supposed to be pastiching.

There really aren't a lot of movies about fast-talking, rock-em sock-em truck drivers - there are truck driver movies from the 70s, sure, but Jack Burton isn't much like Kris Kristofferson or Burt Reynolds. Originally, it was supposed to be a combo of kung fu and Western, which would be straightforward enough, and then WD Richter got rid of the Western elements and rewrote it in a contemporary setting.

If anything I would say it ends up being a pastiche of Howard Hawks movies. Which isn't surprising given the massive and obvious debt Carpenter owes to Hawks in general, like, the guy has at least 3 movies that are just straight-up remakes of Hawks movies. Also interesting to note that one of Carpenter's changes to the script was rewriting the Gracie Law part, who ends up fairly Hawksian.
