Where is the Superhero arms race in the MCU? After Captain America and Iron Man, and super-duper especially Black Panther, every nation (especially the security council nations) ought to be scrambling to get their own State Sponsored Superhero. The Sokovia Accords ought to have been dead in the dust over that alone.

I wonder about that myself. I expected governments to use the Accords as a tool to force superpowered people to work for them.
