Can someone explain the caption?

What is it referring to in general? The right side looks like a kid/a few steps away from chibi stuff, and the right looks like generic anime teen/young adult older version.

This is the character in question (https://static.wikia.nocookie.net/gensin-impact/images/2/23/Character_Albedo_Portrait.png/revision/latest/scale-to-width-down/1000?cb=20201217140004) he's really not that close to chibi.
