Isn't it really hard to make super soldiers? You get fuck ups like the Hulk or that woman in Ant-Man.

Even a one in a million success rate ought to be able to produce enough superheroes for all but the least populace nations. For nations like China or India, they could at least produce a small team.

DA Yep. In Age of Ultron, HYDRA killed something like 2000 people to get Quicksilver and the Scarlet Witch, and they thought it was worth it.
