I get bothered seeing those cacti because they invariably die unless you cut the moon cactus off. Plant producers should try grafting the moon cactus anywhere else but the top.

Is the flowering bit a grafting of a different type of cactus?

Yes, the colorful part is a moon cactus that has no chloroplast. The green cactus underneath can only grow from the top which has been cut off and replaced with the moon cactus.
