"absolute minimum for publication" Tell me you've never published short fiction without telling me you've never published short fiction, lol. Plenty of paying markets have an open minimum, to say nothing of the dedicated flash fiction scene.

Sure, some super-short fics are a barely fleshed out idea; others are telling a very compact story. Others still are a concept and are there to capture a brief image, mood, or scene in an almost poetic fashion. Not everyone has to like that sort of thing, and if you don't, that's why AO3 has filters for word count minimum.
