Do you think that OP is saying that anything under 2500 words is literally not a work of narrative fiction? Because I don't think that's what OP is saying at all.

I think OP is saying that fanfic that's under 2500 words isn't good because it doesn't put enough time into elaborating its premise and ideas and that it shouldn't be published. But that has nothing to do with whether the Hemingway story can be called a story or not.
