Because they decided that they wanted to let users have All The Freedom but also have All The Organization. As someone who has had to wrangle user input before, this sounds completely insane to me, but I guess they've found enough volunteers so far? That and they can't canonize freeforms right now because they've been fighting over the process for deciding how to canonize them for literally years now. And they keep ignoring everyone who has problems with the tags, of which there have been many (unsearchable name diacritics in cfandoms that nobody who types Chinese uses, tying together the equivalent of different characters in wrestling because they have the same actor, the time a power-tripping wrangler synned someone's published books to Original Works because the author complained about wrangling and it stayed like that for years...).
