Non-canon tattoos in fics for anime & manga caons make me back click immediately. Do you, author, think this tattoo would be So Cool? Sure, whatever. Would a Japanese person living in Japan think it's So Cool and also get it done immediately? Maybe for the first, absolutely not for the second. Same with weed, which is actually illegal.

Asia =/= USA

Yeah, context matters for me. Including historical context and things like what job a character has, etc. I can't see someone who does a lot of undercover work wanting to have any more identifying marks than necessary. I also can't see most characters whose aesthetics were formed before the 1980s wanting them, either.

That last bit's pretty funny because so many younger boomers (the born between 1955 and 1965 crowd) have tattoos. Sooo many. Regardless of class or social group. Granted, if you go back another generation, you're seeing a lot fewer tattoos and they're a lot more tied to demographics. Of course, go back a few more generations and cross the Atlantic and it's just a trendy way for wealthy Victorian men to show off how much they've traveled.

Nipple and genital piercings are a lot older than people think, and there was a big fad for them in the Victorian era:
