Most people want

1) Friends
2) Attention

It's the motivation behind so many things people do and weird how often fandom outright discourages people from admitting that.

With the fandoms I've interacted with directly, a lot of the discouraging of that is directly tied in with a history of people waltzing in and getting unpleasant if they don't get the amount of attention that they think would be proper.

Just a few weeks back, a close friend interacted with a new fanficcer in a small fandom who has 'read everything other people wrote,' left perfunctory comments on two fics, and can't understand why her story doesn't have more views (it's a WIP and entirely new) or why those two people she sent feedback to haven't rushed over to read and comment on her story. She's paranoid about "having her work plagiarized," she actually complained to my friend about not replying to her reply fast enough ... and she bluntly asserted she's so much better than 'those shallow, hormonal women who are only writing slash.' I object entirely to the lack of awareness that other people are occupying this space for reasons that are every bit as valid as hers are. If not more. I object to the absence of respect and consideration. That's where fandom norms like "if you're not here primarily because the story we're all focusing on matters to you, maybe we don't want you here" come from, IMO.

The mindset people sometimes come into a fandom with can be grossly exploitative and dehumanizing to other people. Even when what they think they're after sounds entirely innocuous, like "friends."
