I think the Star Trek Voyager episodes Fair Haven and Spirit Folk are so bad that I'm not entirely sure that I couldn't genuinely make a case for them to be counted as Hate Speech under anti-sectarianism laws. At least Threshold was only bad TV, it wasn't borderline criminally offensive.

That's a real stretch. Especially because we're talking about a holodeck program based on the past that would be the even more distant past to the characters who created the holodeck. So of course a few stereotypes are going to show up.
