Freeform tags that aren't attached to a fandom haven't been wrangled for years. (My understanding is that - long story short - there was a point at which canonization would break the site because server strain because AO3 code, but once that was fixed, the tag committee decided they needed a set of rules for canonizing new tags and then proceeded to never ever come to an agreement on those rules.) Stuff being overly lumped together for the people who use them is a separate issue that unfortunately affects a decent number of tags.

That's about right.

Tags for specific fandoms will get canonized, but generic/No Fandom tags are basically untouched these days. We stopped wrangling them "for a few weeks, to ease the strain on the servers"...and that was, I think, 5 years ago by now?
