eh, i think the difference is that there were more people who viewed fanfic as author training than now. therefore editors were a valued part of the community. (part of the reason it's not author training now is that a lot more stuff is self-published in a truly terrible state, and more traditionally published work quality is questionable).

also, i think there was in general more community, so finding beta readers was much easier.

but I'm going to agree that the majority of fic wasn't great and also agree that I felt significantly more authors cared about the editing of their fic.
