I'd absolutely love to see more people writing utopian stories, but this is just such a specific plot setup for one

Considering that every real civilization or country that has been widely deemed a utopia at any point has in fact turned out to very much not be, I don't think it's a good moral to say you must be an edgy asshole if you doubt such a place could be real.

...this is kind of the Black Moon Clan in canon, although fandom likes to explore the "what if Crystal Tokyo is a secret dystopia and the Black Moon was right" angle.

Isn't that just that from the Black Moon's perspective, it's a dystopia because they're evil so from their moral standpoint Good is Bad and Bad is Good?

As I originally stated when I saw this, I feel like it's way too easy for a story like this to end up in toxic positivity territory. Executing something like this requires a lot of experience, subtlety, and restraint. I don't think most writers could pull it off. (I know I couldn't.)

I recently heard about a utopian novel from 1915, Herland by Charlotte Perkins Gilman, which is basically this.

I want to read it but it was written by a white woman in the 1910s so I heard there's weird race stuff, and it seems that like Dune there's a lot of...moralizing. But anyway it seems like it fits your bill OP. There's a novel before, which is like an alt precursor and one after which is an actual sequel that have similar premises.
