They might be thinking UK. UK actually reports circulation b/c authors get some money out of it.

In USA, those ebook licenses are definitely counted towards sales, and any books a library system buys overall goes towards the sale numbers. But yeah, in the US, circulation isn't reported back.

Ah, okay. Didn't know that about UK.

Though for the U.S. even though licenses are counted toward sales, the library is still going to be buying the license whether the secret maker checks it out or not.

Same in Australia - authors get paid a small amount for every book that's in a library.
