I'm sorry that happened to you. That person was me. Well, not me specifically as I don't have Twitter, but I've been that person. And you're right, she should've responded when you reached out. Maybe it was pride, or embarrassment at her inability to deliver (I have acted stupid in this way, though I didn't cut them off), especially if you two were friends. Maybe it was something else entirely. And whether she tweets three times a day or three times a year, she should've trusted you enough to be honest about the situation.
