I'm not in western fandom much, but the DNI thing has been in the Japanese fandom since the beginning, I guess. In the past it was DNI if you were not Japanese, now it's other stuff. I remember when a lot of Japanese fan sites blocked foreign IPs when they discovered there were English or Chinese speaking people visiting those sites.

Now that hs changed, but it's still pretty common to find a DNI in their pages (or they put stuff like I ONLY SHIP THIS COUPLE LIKE THIS). They block people who ship a different seme/uke dinamic than them or multiship their OTP etc. It's how they do fandom. They don't really think too much about that. For them is all about "curating the experience".
Younger Japanese people are more relaxed (also thanks to pixiv and twitter), but the inclination to block people is still there.

IDK why western people began doing that, though, especially with stuff like "DNI if nazi or TERF". DUDE. WHY if someone is really a nazi/terf they're going to harrass you if they read that.

Not sure how it was in the past (don’t remember DNIs actually, at most the understandable “DNI English speaker”) but from afar the 20s teen Japanese fandom experience seems insufferable. “DNI if we like the same character, if we disagree on top/bottom, if we disagree on headcanons, if we are not in the same municipality, if ARE in the same municipality, if“ try “don’t interact at all” next time
