For what it's worth I have trouble reading (well, not reading per se; visual processing issues means I have trouble watching things too, but my literacy is fine) but if I can watch a movie, for instance, I can watch it with or without subtitles, because I got used to it as a kid just like, uh, a lot of anime loving kids did.
In short, even some people with disabilities can read subtitles while others without disabilities can't. It depends more on how much you had to practice it really.
