I'm pretty sure this is a legit recognised thing about poorness/poverty, e.g not being able to save money by buying in bulk, buying things on credit or renting things and spending more money that way, on top of factors like not being able to afford to fix things/ go to the doctor until the problem is so big they can't ignore it, then having to pay far more money to fix it then than they would have if they'd been able to afford to fix it earlier.
