Conspiracies don't fit in with the Star Trek ethos. It's supposed to be a utopia, goddamnit.

The Federation was meant to be a Utopia, but even if you don't like any of the stuff that fleshed it out a little more and showed more darkness under the surface, like DS9, it was always only the Federation that was a utopia. We saw other cultures even in the OT that weren't a utopia.

It's not a utopia in the sense of never having any problems. And it never has been.

It's OK - imo - for there to be conspiracies in the Star Trek universe. They've been there for a long time. The problem is mostly the relative amounts of emphasis they get as part of the world building.
