I'm in the US and it's weird to me too because where I live whether or not a crossing has stripes has nothing to do with whether it has a light accompanying it. Some crossings have lights and stripes. Some crossings have stripes but no light. Other crossings have lights but no stripes.

The primary rule is that if there's no light, pedestrians yield to cars.
