From a financial point of view, making a bunch of mid-tier movies meant that you made a lot of movies that not a lot of people really wanted to watch. Whereas almost everyone wants to watch franchise blockbusters. Those are absolutely the correct kinds of movies to make if you just want to sell tickets to people.
The problem is that mid-tier movies are great, and make life better, and not having them sucks. And also, Hollywood needs to flip stuff up creatively every 20-30 years because moviegoing audiences evolve.
