honestly regardless of whether it's a stupid rule (i...don't think it's stupid per se), it's wildly unethical for either of them to date each other, so either way it's an ethical misstep.

1) she's literally his superior. the jedi aren't an independent force, they rely on the largess of the republic for authority. she is part of the entity which directs where his assignments are. this is a conflict of interest and a large one

2) the jedi are involved pretty heavily in both diplomacy and war, meaning that without disclosure anakin may be involved in negotiating deals that affect the rights of padme and her people. this is a huge conflict of interest.

it's literally textbook unethical. you might say that neither of them would violate their obligations but a) anakin would absolutely do that and b) part of being a state agent is that you can't even look like you have the opportunity to do so, because people's trust in the state requires that they do not have cause to doubt the judgments of its agents.
