Yes, the fic is there, but this person is knowingly lying about the fic in order to make sure certain people don't see it. You tag rape to make sure that people who don't want to read about rape don't read it (and people who do, do). You tag completed, so that everyone knows the story is done. Only an asshole purposefully lies about their fic.
