I don't think they wanted us to hate him despite beating a guy to death with the Captain America shield, as shown by his weak redemption scene later. And honestly I would have been a lot more sympathetic to him if they hadn't tried to make him not so bad. I think there was tension between the writers and producers on that one - see the scene where he talks to Lemar's parents about his death and Lemar's sister gives him the biggest fucking side-eye in human history.
