We weren't meant to hate him.

We were meant to see that despite being a good looking blond-haired, blue eyed, all American ex-military white boy like Steve, he wasn't suitable to take up his moniker, because he's a corner-cutting anger-led soldier who follows the order to the letter and sees things in a black and white fashion.

As opposed to Sam who is also an ex-soldier, but sympathises with the (very sympathetic) enemy despite his superiors telling him not to and doesn't let his bad temper drive him to murder the wrong man with the iconic shield in front of a crowd of onlookers with their phones out.

He wasn't necessarily a truly bad person, he was just a bad fit, despite looking the part. That was the entire point.
