Do we actually have any evidence that Tingle is particularly effective?

Well, the douchebro right-wing SFF writers known as the Sad Puppies (and their offshoot the Rabid Puppies) nominated him for a Hugo as a put-down, and he took it seriously and used the platform to promote other people they hated. And the Rabid Puppies haven't managed to run a group voting ticket since, so it did something at least in that small field.

It was good stuff Tingle did but I wouldn't say Tingle was the primary reason the Puppies weren't really successful
