I don't think so. A lapdog is someone who follows orders completely and unquestionably no matter what. Riza cares about Mustang, she's not his lapdog. She's stubborn and does what she thinks is best in the situation, she's disregarded his orders--small or large--under quite a few occasions.

Riza only acts on Mustang's benefit, she lives for him. She disobeys him only to serve him better.

That's true, but I don't think that makes her a lapdog. She does that because she wants to and because she loves him and the fact that she disobeys him at all negates the possibility that she could be a lapdog.

To be honest, I think the thing I'm taking issue with here most is the definition of the word "lapdog." I consider a lapdog to be someone who follows orders unconditionally and unquestionably. If you consider a lapdog to be someone who acts on another's benefit of their own free will then yes, Riza is a lapdog.

Well... I think it's a good point, actually. You see Ed and Al being ridiculously devoted to each other and even disobeying each other is only for the other's benefit, but they're still painted as characters who have interests and dreams beyond each other. Riza doesn't seem to have much of that. Granted, it's hard to paint all characters in a series as fleshed out people, but I can see where Hawkeye's apparent strength and independence can be seen as deceptive from the standpoint of trying to subvert the stereotype of codependent female characters.
