Percy not respecting the work his dad took pride in (work that didn't hurt anyone; if anything he worked in a sector that needed more funding and when dark magic was gaining power proved that it is actually vital in the MoM) is proof enough that he's self-obsessed and more concerned with optics than actually doing good for his community (which he outgrows in the last books, so there's that for Percy).

The Weasleys were always about helping protecting those they cared for, and that included those less than them and weaker than them. Arthur's more altruistic tendencies can be a drawback but I think it proved on multiple occasions to be to his benefit, including when Percy finally admitted that he was wrong and joined in on the Final Battle.

Percy is pretty much on the wrong side up until the last book, and good for him for finally admitting it. He struck me as a social climber desperate to be seen as potential upper-class material, ashamed of his poor and socially-awkward family, and spent way too much time sucking up to people he thought were more "respectable" and could help him get ahead.
