I don't think so. The first thing the AYRT said was that they didn't relate to him at all and they didn't think anyone could, and they saw that as a lazy characterization choice on the part of the writer. I disagree, where Percy's concerned, but I can certainly see where they're coming from.

"Which characters did something completely unforgivable" and "whether the author was TRYING to get them universally disliked" are both fairly subjective judgements. The people who hated Snape could be adamant that the only reasonable reaction for anyone to have was hating him, and they really weren't happy that JK kept giving her readers reasons to think he did good things, sometimes! While the people who feel sorry for Pettigrew and think his motivations were sympathetic have very little intentional support in canon because JK loathed him. And "does anyone like X character / did the author make room for anyone to like them" is also a matter of degree: you have to work a lot harder to find a single person in fandom who will voice support for Umbridge, for instance, than for most of the characters who are considered controversial.
