They weren't really right, though. The casting was good; the writing was bad for reasons that had nothing to do with the casting. Chris Chibnall was just a bad showrunner whose ideas for the show were really poorly executed and beyond his graph (this is obviously my personal assessment of what happened, it is in no way intended to be an insult to people who disagree with me).

It's the same way that Eric Saward being bad at writing wasn't Peter Davison's or Colin Baker's fault. 13 would have been great with a different writer. She just didn't have one.
