I think part of the problem is that the Internet is collected in several big websites rather than just one.

Individual forums depended on moderation, but at least you could have people who were willing to take action on bad actors. The big sites either enable them because they drive traffic or coddle them because if they don’t they’ll be accused of censorship.

That’s assuming they aren’t bought up by a hostile government or billionaire like LJ or Twitter were. That’s why I prefer the Mastodon approach.
