There is no law that says authors must not have any knowledge of fanfics whatsoever. The second one doesn't even make sense, how can you outlaw the knowledge that fanfiction exists?
For legal reasons, it's best that authors refrain (or at least publicly claim to refrain) from reading fanfiction of their own work. The line of reasoning is, not reading fanfic of your own work means some level of protection (or at least plausible deniability) if later a fanfic writer tries to sue you for stealing their idea/story/etc.
