I think it's a net good when things are in museums in relatively stable places where they can be preserved.

Greece needs their marbles back.

Greek museums were within a hair of being generally looted just last decade when its economy collapsed. So, I'm going with a hard no on that one until they have a track record for a few decades without either revolution or economic collapse. Or everything catching fire and burning to the ground. I get they want it, but they have not demonstrated enough stability to safely be trusted with the foundations of world history yet.
