OK so I didn't watch the show but I assume this part of the Wikipedia summary is what you're referring to:

"In the aftermath, Ritson [the fictional in-universe US President] issues a new bill declaring all off-world species as hostile forces and threatens to hunt down the remaining Skrulls on Earth, causing unrest as civilians publicly murder various high-profile officials for fear that they are Skrulls. Falsworth meets with G'iah and proposes a partnership to protect the Skrulls against Ritson's bill."

But.... all of that is fictional stuff? Joe Biden didn't actually sign an order banning off-world species as hostile forces or threaten to hunt down the remaining Skrulls on earth? So how could Marvel possibly be saying that about him?
