The difference is that unless you're actually a professional cosplayer, no cosplayer expects to get reimbursed for their costs. I've spent literally hundreds of dollars on costumes before with no expectation of getting anything back because it was all about the joy of the costume and wearing it around the con and having people stop you and ask to take your picture.
