It likely wouldn't mean anything to him because as a rich white guy, sundown towns aren't his problem... so they aren't a problem, period. But most likely he's bullshitting and singing about whatever he thinks will appeal to his demographic without an ounce of sincerity involved.

My guess was more that he doesn't count it as crime if "outsiders" are involved, but that kinda amounts to the same thing, doesn't it.
