I think vampires do just vary a lot in terms of relative 'evilness'. There's also Harmony who in Angel makes a genuine attempt at reforming without a soul (tho she's not very good at it) + an episode of Angel featuring a vampire couple who are genuinely deeply in love. In Buffy it's also explicitly the case that the Judge can kill some but not all vampires because not every vampire is 100% evil.

In short I don't think Spike is unique or special, I think he just happened to get experiences & opportunities that most vampires don't have.

& my take on Angelus is that he's just that much of a dick.

I think that was the idea...that Angel sometimes used "But that was Angelus" as an excuse, as if that person had nothing to do with him, while ignoring that everyone else repeatedly said that vampires are just a worse version of their human selves.
