I don't ship them (noromo for life) but yeah, Scully was just such a great lead character and at the time there were very, very few female leads (who weren't on majority-female shows) who got to be actual leads rather than subsumed into the male character's stuff. Or had to be the sexy one - Scully dressed like an actual FBI agent! And she paved the way for a lot more characters like her.
