Is this a question of who owns what IP, or...? Seems to me it could happen if the powers involved felt like making it happen.

Futurama/The Orville are owned by Fox/Disney, but Star Trek is owned by Paramount/WTFKanymore? and there is bad blood. Especially on the Trek side. There is a feeling that The Orville especially caused a lot of negative press for Star Trek Discovery's big launch just by simply existing and being an old-Trek style counterpoint that hogged attention. So while I am sure that Groening and MacFarlane would be up for it in terms of Futurama and The Orville, there is no way in hell Kurtzman would allow it to happen. Which is a shame, because it would be awesome.
