Maybe this is my childhood wound talking here but how about fuck both versions of such a mother. We deserve parents who love their kids for who they are and raise them with affection and respect to their worldview and sense of self and sense of community.
Mother Gothal treated Rapunzel as nothing more but a precious gift that gives her what she wants and no one else is allowed to be near it. Anything outside of that she couldn't stand and that's so fucking abusive. She doesn't even see Rapunzel as a human being, just a precious toy she needs to keep locked away.
What's also abusive is a mother who gives their child no real relationship by refusing to guide their child through life and experiences so that they can build strong relationships with others. If this parent wanted something to passively take care of they should have gotten a plant, not bring a child into the world.

This, pretty much. Both parent types are awful, and neglect is still a type of abuse.
