Yeah, but so many old stories were about how such-and-such a leader was unjust and needed to be replaced by a leader who fulfilled the same role but just. Getting rid of the entire role is often a controversial take even today.

i agree it is not a coincidence that a protagonist breaking the law would be opposed by a law enforcer, but this example is beset by the "only one bad sherriff/king" trope, unfortunately OP!

Yeah, but the Sheriff at that time, in that place, was actually kind of a mix of law enforcement, military, and tax collector. So, I guess I'm saying there's more than one channel for the bad. The overall message was more about power and corruption, though that absolutely does apply to police (and politicians, and military, and government institutions, and leaders).

The timeframe and context are so different, the modern form of police is really quite a recent part of history. I would say the connection is in the idea of corrupt authority. This theme can be found in many stories, ancient and modern, but cops as they exist today did not always exist. I will say however that stories from the past are reinterpreted throughout time, and take on new connotations for new audiences, so the folk tale of Robin Hood can certainly be used today to tell stories about modern day cops.
