This strikes me as incredibly shortsighted, as even when the aims are reached there's still maintenance that can be done or a related cause to take up.

Maintenance doesn't make non-profits money the way that acting as if no progress has been made does.

I think that depends on the nature of the non-profit. Something like theaters will achieve a goal of, say, an equipment upgrade, but they will still have outreach programs and other ongoing efforts that are less milestone-like in nature. It's similar with botanical gardens, nonprofit newsrooms, and even various mental health interventions. Certain one time goals can be achieved, but the non-profit will still keep its services running long term to ensure continued safety/thriving for those who use those services.
