Maybe they were thinking of Flintheart Glomgold, who was South African in the comics but made Scottish during the original DuckTales run to avoid bringing up things like apartheid. (The remake version is South African again but he pretends to be Scottish because he wants to out-Scrooge Scrooge McDuck.)
